40-Year-Old Man Charged With Raping 14-Year-Old Girl

(LOUISVILLE) -- Forty-year-old Steven Young is facing 23 charges for allegedly raping and sodomizing a 14-year-old girl. Police say Young first met the teenager on a phone chat line last summer. They found out about the case after the girl told a school resource officer that Young was threatening and stalking her. WAVE 3's Frances Kuo reports.

Phone chat lines are part of a world only adults are supposed to know. But Louisville Metro Police say a 14-year-old girl entered that adult world with Young on a local chat line in July 2005.

For months after that first contact, police say the two had sexual encounters -- which turned into rape on a few occasions.

"This is a control issue," said Sgt. Carolyn Nunn, a detective with the Louisville Metro Police Department and a former investigator with the Department's Crimes Against Children Unit.

"You're talking about young people that have no experience versus an older person," Nunn said. "So it's a control issue; this is somebody they can take control of and they'll do what they want them to do."

It was only recently that the teen asked a school resource officer for help, telling the officer that Young had been threatening and stalking her.

Nunn says "he had started showing up at her bus stop, was calling her house repeatedly, showing up at her house uninvited and she was scared and asked for help."

Police say they're more accustomed to hunting down child predators on the Internet. This is the first sexual abuse case reported in the district involving a phone chat line.

Nunn says "the problem is that you can control the Internet and you can control even cable TV, but how do you have a parental block on your phone."

Nunn advises parents to open the lines of communication, before their children get tangled up with the wrong ones.

"I think they're looking for someone to care about them," Nunn says, adding: "That's scary, because their parents might think they're doing everything they're supposed to be doing and their kids aren't telling them, 'hey I need more.'"

She has this advice for parents: "get more involved in your children's lives, be interested, find out what they're doing. If they're on the phone at 1 o'clock in the morning, and they're 13- and 14-years-old, then there's a problem."

Young faces seven counts of rape, seven counts of sodomy, seven counts of sexual abuse, one count of stalking and one count of unlawful transaction with a minor.

Young was being held at Metro Corrections on a $100,000 full cash bond. His next court date was set for April 10th.

Police suspect there may be more victims and ask anyone with information to call the crime tipline at 574-LMPD.
