The alleged victims include his own relatives -all under the age of 12, at the time.

The brother and sister told WAVE 3 Thursday night, they were upset they were not notified of Owen's release. Instead they found out Owens' was released when a family member called to tell them. While Owens' is not a blood relative, he married into the family. The victims said they were sexually abuse by Owens' when they were just eight.

"I'll never forget that I heard someone make a sound and when I opened my eyes the silhouette of an adult coming over top of me while I was laying on the couch trying to sleep," the victim said. "You can't unsee what you see. You can't un feel what you feel as a small child with those things happen to you and it messes up who you are," she continued.

According to the Bullitt County Detention Center, Owens had been in jail since September 2009. He served 30 days in jail for sexual misconduct when he was served these charges of sodomy and sexual abuse.
