File reveals little about officer involved in scuffle

LOUISVILLE, KY (WAVE) – Louisville Metro Police have released the personnel file of the officer shown on camera hitting a suspect in the head with a metal flashlight.

Inside the file of Officer James Conley, we found no disciplinary action or commendations.

Conley, who has served with LMPD for 22 months, is at the center of an internal investigation because of cell phone video that WAVE 3 was first to show you. In the video, Conley appears to hit 22-year-old Zackery Hoagland in the head with his flashlight.

Records obtained by WAVE 3 say the incident started around 3:50 a.m. on Sept. 11 when police tried to separate Hoagland from a fight outside of Fourth Street Live! near Fourth and Liberty. According to the arrest report, Hoagland allegedly grabbed Conley's shirt and threatened to hit him.

Conley claims Hoagland resisted as he and his partner tried to place Hoagland's hands behind his back. They also say Hoagland was extremely drunk.

Hoagland faces charges of public intoxication, disorderly conduct, menacing and resisting arrest from the scuffle.

The investigation into Conley's actions could take months. He has been placed on paid leave while the investigation continues.
