Low-income residents begin applying for LIHEAP

LOUISVILLE, KY (WAVE) - Low-income neighbors who need help paying their heating bills  waited in the cold Wednesday morning just to schedule an appointment to apply.

At least a dozen people arrived before sunrise at the Central Community Action Partnership (CAP) office to secure an appointment for the Low Income Heating Assistance Program or LIHEAP.

"I thought I'd beat the rush because the last time I was here it was wrapped all the way around the building," Andrea Clay said. She stopped by before 5 a.m.

There was some confusion about where people needed to get in line. Signage near the front entrance directed people to the rear of the building. Signs posted in the back indicated the line should form in the front.

"We're very sorry about that," said Debbie Belt, community outreach specialist. "There was some signage that apparently said November signups go to one side of the building, but today they should come to the front of the building facing Barret."

Appointments are set up on a first come, first served basis. People wanting a chance to apply must drop by the CAP Office at 810 Barret Avenue.

Approved applicants must fall under income guidelines to receive LIHEAP. It's only for those who live in Jefferson County with a household income at or below 130% of the federal poverty guidelines and have received a disconnection notice from their utility service provider.

"If you're barely making it, this program is only able to serve if you have received that brown disconnect notice," said Belt.

Not everyone who makes an appointment and qualifies will be guaranteed money. It's allocated on a first come, first served basis.

Appointments will also be issued Thursday, January 28 and Friday, January 29. People need to bring a photo ID and their most recent LG&E disconnection notice when scheduling an appointment.

You must register for an appointment in person. You cannot sign up online or by phone.
