LOUISVILLE, KY (WAVE) – A dog with a collar embedded in its neck with maggots festering from the wound led to a man behind bars.
According to Louisville Metro police, they found the dog chained up in a backyard on Boston Court in the Shawnee neighborhood in October.
The dog's owner, Romont Halsell, 32, is charged with animal cruelty.
Metro Animal Services said it would have taken several weeks for the collar to embed so deeply in the dog's neck.
In addition to the collar wound the vet say the dog was infested with worms...and had a tumor the size of a melon.
