LOUISVILLE, KY (WAVE) - A Louisville Metro Police major was demoted to the rank of lieutenant Friday after an internal LMPD investigation found that he engaged in sexual activity while on duty.
In a statement released Friday by LMPD Chief Steve Conrad, Major Todd Felty was the Eighth Division commander in January 2013 when Conrad became aware of a complaint alleging inappropriate conduct on Felty's part. Conrad said he directed the department's Professional Standards Unit to conduct an investigation which was completed this week. It revealed that Felty violated standard operating procedures prohibiting on-duty sexual activity and that Felty engaged in conduct unbecoming an officer.
Specifically, the investigation found that Felty and an adult woman, who is not an employee of Metro Government, engaged in consensual, sexual conduct inside a police vehicle or a police facility while Felty was on duty.
"I was very disappointed by the findings of this investigation," said Conrad. "This type of behavior is unacceptable and is not representative of our department. I have very high standards and expectations regarding the conduct of our employees. My expectations are even higher for the members of my command staff, whom I expect to exemplify the highest standards of integrity and leadership."
The news came as a shock to people visiting the East Government Center on Friday.
"They have time to have sex at work, that's plenty enough time to get out on the streets and deal with the issues we have in the community," said Louisville resident Thomas King.
"I think it's kind of funny but, at the same time a serious offense," said Louisville resident Jordan Craddock. "He should definitely know better and he should be a better example in the community he serves."
"What he does is his own business but, he shouldn't have done it at work" said Louisville resident Madelyn Mascarenas.
In addition to demoting Major Felty to the rank of lieutenant, Conrad also suspended him for 20 days without pay, effective Friday, February 22, 2013. Felty was reassigned temporarily to one of the remaining patrol divisions. Lt. Rob Davis will serve as the acting commander in the Eighth Division until a permanent replacement is named.
Felty has been a police officer since 1997. Police also released letters of commendation and appreciation that Felty has received for his work.
LMPD's Eighth Division covers the area including Middletown, Lyndon, Oxmoor and the Ford Truck Plant.
