A Salt River Project outage left 3,500 customers without power at the height of the incident about 3 p.m. Monday.
SRP said the problem was traced to an open circuit breaker.
Shortly before 5 p.m., power has coming back on but 1,000 customers were still impacted.
The affected area runs east to west from Central to 19th avenues and north to south from Baseline to South Mountain.
Crews said they hoped to have power fully restored by 5:45 p.m.
