Walmart and Washington, D.C., are in a wage dispute.
NBC Washington reported council members approved a bill that would require large retailers like Walmart to pay a minimum wage of $12.50 an hour. The current minimum wage in the city is $8.25.
Walmart has three stores under construction and wanted to build another three.
The retail giant is threatening to pull out if Washington Mayor Vincent Gray doesn't veto the bill.
Gray says he has to look at the "full impact" of the bill before making a decision.
