911 call of suspected animal hoarder reveals police actions before shooting

(WMC-TV) - The last moments of a suspected animal hoarder, who was shot and killed by Memphis police, are being released to the public for the first time.

Memphis police was investigating an animal cruelty case at Donald Moore's home on Cameron Ridge Trail in Cordova on January 11. Investigators say he had at least 28 pets, including cats, dogs, rabbits, hens, a rooster, raccoons, and opossums.

When the TACT unit showed up to serve a search warrant, Moore was shot and killed by police. He also happened to be on the phone with 911.

Dispatch: "911, you need police, fire, or ambulance?"

Moore: "I got somebody shooting in my home. I need somebody out here right now."

Moore: "And you better hurry because somebody's going to get hurt."

In the background on the call recording, a TACT officer can be heard saying Don's name.

Dispatch: "Who is that you're arguing with?"

Officer in the background: "Memphis Police Department."

Moore said they had no reason to be there.

Officer in the background: "We have a search warrant."

Moore: "Yeah, you have that search warrant. Don't been s---. Get outta here."

An officer in the background can be heard yelling at Moore, "Hands. Don. Hands. Hands! Hands!"

That is the extent of the tape provided to Action News 5.

In January, MPD Director Toney Armstrong said the shooting was justified. But the Moore family's attorney says the tape raises more questions than answers.

"If it turns out that this gentleman maybe had mental health issues or other things like that, he was never really given a fair chance," said attorney Howard Manis.

Manis says Moore's family may file a lawsuit, but he is still investigating the case.

MPD released the audio but did not reply to Action News 5's request for comment.

The officer involved was removed from duty with pay, which is standard procedure.
