LOUISVILLE, KY (WAVE) – A family in Shively called police after they saw a man who they said appeared to be on drugs walking down the street with his child.
When police responded to the scene on Friday night at 9:10 p.m., they found Charles Kersey, 38, walking near Crums Lane and Lisa Avenue. After talking to Kersey, officers said he had slow speech and constricted pupils, which was unusual since it was dark outside.
Kersey told police he took a Lortab. Officers recovered a spoon with a substance burned onto it which they suspected was heroin residue.
They then searched him and found about a half gram of suspected heroin in a folded piece of paper in Kersey's wallet.
He was arrested and charged with possession of a controlled substance along with marijuana and drug paraphernalia, as well as public intoxication.
