A narcotics investigation by county sheriff's detectives led to the arrest of two men Tuesday.
Twenty pounds of methamphetamine were seized, Maricopa County sheriff's deputies said.
Juan Carlos Soto-Neris, 26, was the driver of the vehicle that was carrying two large bags of a white substance that tested positive for meth, MCSO said.
Soto-Neris and Jorge Cecilio Bernal-Araujo, 43, were arrested in an area near West Encanto Boulevard and 83rd Avenue in Phoenix. Sheriff's detectives said they suspect the drugs were brought in from Mexico.
MCSO said more than 26 pounds of meth have been seized by sheriff's detectives in the past five days.
"These arrests and seizures are leading up to an impending crackdown by this office against street level drug dealers and users," Maricopa County Sheriff Joe Arpaio said.
Both suspects were booked into the Fourth Avenue Jail on charges of possession of dangerous drugs, possession of dangerous drugs for sale, and transport of a dangerous drug for sale.
ICE officials have placed holds on the two suspects.
The only identification documents which both suspects had in their possession at the time of their arrests were apparently issued from Mexico, MCSO said.
