Richmond man charged in 3 rapes dating back 20+ years

Henrico Police say a Richmond man is responsible for raping three strangers in the early 1990s on Laburnum Avenue. 

Kevin Lamont Spencer was served with 11 indictments for rapes in June and September 1990 and June 1991. The women were raped in the 200, 300, and 700 blocks of North Laburnum Avenue. One of the women was in her late teens, while the two others were in the twenties when the assaults took place.

According to detectives, it was a DNA hit that cracked this case. The detectives putting the case together are talking to NBC12.  They say Spencer is a suspected serial rapist.

Twenty four years ago three young women, one 17 years old, the other two in their early 20's, survived being beaten and raped.  Police say it was three attacks over a one year period at the same apartment complex on North Laburnum Avenue.

 "Each of the individual victims sustained certain injuries during the course of their assault and the rape," says Detective Joe Schihl. He works in the Henrico Police Violent Crimes unit.

Now, Henrico detectives say Spencer is the one responsible.  Right now he's at the Richmond City Jail for an unrelated charge.  But Henrico detectives say when his DNA was taken after his most recent arrest, there was a match to the three unsolved rapes in Henrico.

"It's a great feeling, it's great to get somebody like that off the streets," says Detective Schihl.

Detective Schihl says at the time, Spencer lived near the victims but says they didn't know him.  He says investigators have always suspected the rapes were related, but DNA testing was not the same back then.

"The cases were so old," he said.  "It was very difficult to locate the case files essentially we were acting on the information we had now."

Spencer now faces charges of rape, breaking and entering, robbery, sodomy, malicious wounding, and stabbing.

Detectives a court date for Spencer has not yet been set.

Detectives say they are contacting other jurisdictions of unsolved rapes under similar circumstances.
