LMPD: Mentally challenged man tied to pole, abused by parents

LOUISVILLE, KY (WAVE) – The mother and stepfather of a mentally challenged man are accused of abusing him because they were upset with his behavior.

Police said Chris and Vickie Battle, 48 and 47, were visited by their son on the weekend of February 15. Vickie, the victim's mother, was his legal guardian at that time but her son lived in a full-time caregiver's residence.

According to an arrest warrant, the mother became upset with the victim over his behavior during the visit. Police said Chris grabbed the victim and threw him into a wall with enough force to make a hole before tying him to a pole with an extension cord.

Officers said the mother and stepfather then took turns striking their son on his behind with a belt.

When the victim returned to his caregiver, he reported what happened. He was taken to St. Mary and Elizabeth Hospital for treatment where they found he had two dislocated shoulders, bruising to his wrists and behind and a small cut on his forehead.

After a police report was filed, the Battles gave a taped statement admitting to tying the victim up and hitting him with a belt. They also turned over the extension cord and belt used to the police, and those were taken into evidence.

Both Chris and Vickie Battle were arrested at their home on February 21 and now face one felony charge of knowingly abusing an adult.
