When police arrived, the report says Gaines removed the fuel hose from the car, got back inside and appeared to be concealing something. Gaines has been charged with criminal possession of a forged instrument, resisting arrest and possession of a controlled substance. Thomas is charged with criminal possession of a forged instrument.
