LMDC inmate tried to order murder with phone call

LOUISVILLE, KY (WAVE) – An inmate at a Louisville Metro Corrections facility is facing more charges after authorities say he tried to have someone killed.

An arrest warrant says Richard L. Small, 20, telephoned someone on May 2 and asked that person to kill a 17 year old boy. The caller said he would not do it.

Small had made threats against the life of the teen previously. The warrant states that during Thunder Over Louisville on April 12, Small approached a friend of the teen, asked where he was and raised up his shirt to show them he was carrying a handgun.

Two years ago, Small is charged with riding up to the teen on a bicycle while he was at a TARC stop, pulling out a sawed off shotgun and aiming it at the then 15 year old.

In addition to the charges he was already being held on, Small is now charged with wanton endangerment and terroristic threatening.
