JCPS releases report into spending by former PRP principal

LOUISVILLE, KY (WAVE) – A report released by the Jefferson County Public Schools says the principal of Pleasure Ridge Park High School "exhibited a blatant disregard" for the per diem policy of the school district and treated himself to "luxurious vacations and amenities at the expense of PRP."

David Johnson was appointed principal of Pleasure Ridge Park High in 2003.WAVE 3 News Troubleshooter Eric Flack reported in a January 13, 2014 story that Johnson was under investigation for allowing Bill Miller, the longtime PRP baseball coach, to run his side business on school property with no oversight and the use of school grounds and equipment. That was in violation of JCPS policy.

Eddie Muns, director of accounting for JCPS, said their review found Johnson committed "gross financial misconduct" and made "significant ethical lapses."

In December 2013, an audit said Johnson didn't properly document $292,000 in school expenses. It also said Johnson had used the school credit card and activity fund for purchases called questionable.

The investigation began in 2012 within JCPS. The school district determined that Johnson didn't know what Miller was doing, but ordered the activity to stop. The Kentucky General Assembly's Office of Education Accountability became involved after receiving a complaint that the activity had not ended, so it launched its own investigation that found the school's hitting facility was being rented to private groups and used for baseball camps. It also found the money going to a baseball activity account instead of JCPS which is required by district policy.

In late January, Johnson was reassigned to the JCPS Central Office. JCPS said Johnson has elected to retire from the school district.
