Metro woman charged in insurance fraud ring

LOUISVILLE, KY (WAVE) – A Louisville woman has been charged for her role in a scheme to commit insurance fraud. An arrest warrant states that on May 24, 2011, Lisa Donne Carter, 44, along with two others acted as part of a ring to stage a crash to collect insurance money on a rental vehicle.

Police say Carter, along with Michael Rackard and Chelsea Carter rented a U-Haul truck and purchased the supplemental insurance on the vehicle. The truck was then intentionally crashed into another car. The group would then file claims and collect money under the insurance company for U-Haul and the other vehicle.

The warrant says claims submitted to U-Haul's insurance company amounted to more than $150,000. The insurance company for Avis/Budget, the insurer of the second vehicle, paid $3,943.

According to the warrant, Rackard gave a recorded confession about the accident being staged.

Carter has been in custody at Louisville Metro Corrections since February 13 on other charges.
