LOUISVILLE, KY (WAVE) - Newly released discovery evidence reveals a suspect's state of mind hours after police arrested him for causing a deadly accident.

Video evidence sealed since April shows Edward Pearce, 24, struggling to sit up in a chair, keep his eyes open and communicate with law enforcement after police arrested him.

Witnesses said Pearce was speeding and driving erratically before he drove over a curb, hitting and killing 5-year-old Benjamin Clem.

Police said the boy was riding a scooter on the sidewalk with his father and brother in a Pleasure Ridge Park neighborhood April 17 when Pearce struck Clem along Grandel Boulevard.

Neighbors said there have been several close calls along Grandel Blvd. because drivers use the street as a shortcut between Lower Hunters Trace and Terry Road.

There's now plans to install speed bumps in the subdivision. District 12 Metro Councilman Rick Blackwell said results from a traffic study indicated eight speed bumps should be placed on the street.

"It looks like the neighborhood association is circulating a petition among the neighbors who will be affected. Then we'll get going on this," Blackwell said.

Each speed bump will cost $2,000, according to Blackwell.  He said the city and neighborhood association will split the total costs of the project.

Metro Police charged Pearce with murder, operating a motor vehicle under the influence, leaving the scene of an accident, failure to stop and render aid and possession of a controlled substance.

Court records show Pearce was previously convicted of DUI in July 2013.
