(CNN) – The Nonpartisan Government Accountability Office says the Pentagon's handling of the controversial Bow Bergdahl prisoner swap broke the law.

In May, the Army sergeant was released by the Taliban in Afghanistan in exchange for the U.S. releasing five Taliban detainees of Guantanamo Bay.

Now, Congress' investigative arm, the GAO, says the Pentagon broke the law by not giving Congress at least 30 days' notice of the swap and for using non-authorized funds to make the transfer.

The review did not weigh in on the decision to make the swap, only how it was handled.
