LMPD officer accused of offering to trade sex for help in court
LOUISVILLE, KY (WAVE) – A Louisville Metro Police officer and member of the VIPER Unit has been accused of propositioning women for sex in return for assisting them with their court cases.
According to a court summons, Carl Payne, 38, contacted three women between March 2013 and January 2014. Each woman had been criminally charged by Payne during his employment with LMPD.
Each of the victims were propositioned for sex and encouraged to send sexually explicit text messages and pictures in return for help in their court cases.
The first victim was arrested by Payne on March 27, 2013. Payne began contacting her by phone and sent her sexually explicit text messages which included pictures. He encouraged her to reciprocate and asked her to meet him at his office late at night, telling her if she helped him, he would help her.
The second victim was arrested on December 11, 2013. During the arrest, Payne began typing messages on his phone and showed the victim while they were both in the back seat of the police car. The message said the woman was attractive and asked why she was with her boyfriend. Another message asked for her phone number. During the exchange, the woman's boyfriend, who was also arrested, was in the front seat of the car.
Once at the jail, Payne slipped his phone number in the victim's purse and told her to call when she got out of jail so he could help get her charges dismissed. The victim did contact Payne and he began sending her sexually explicit text messages.
Payne appeared in court and had the case continued on December 15, 2013. On that date, the victim told her attorney about Payne's behavior.
On April 25, the third victim and her boyfriend were arrested by Payne. Beginning on December 18, 2013 until January 2, 2014, Payne sent the victim sexually explicit messages and pictures. He tried to get the victim to meet him in exchange for help in her court case, offering to dismiss her charges.
Payne is currently on leave. He has been suspended before following a DUI arrest in June 2013.
