Officers, man killed in police-involved shooting in Elizabethtown ID'd




ELIZABETHTOWN, KY (WAVE) - Kentucky State Police Post 4 has released the names of two Elizabethtown police officers and the man they shot and killed.
Trooper Jeff Gregory said at about 1:05 p.m. on Tuesday, Officers Scot Richardson, 37, and Matt McMillan, 32, responded to a complaint of a man armed with a knife and acting erratically. The man was located in the 100 block of Fontaine Drive in Elizabethtown. He was later identified as Joshua S. Blough, 28, of Big Clifty.

Gregory said when the officers made contact with Blough, he was armed with a knife and became agitated and confrontational. He ignored numerous commands to drop the weapon. Gregory said Blough approached the officers in an aggressive manner while holding the knife, and they shot him.
Gregory said the officers administered first aid until an EMS crew arrived. Blough was taken to Hardin Memorial Hospital where he later was pronounced dead.
An autopsy was performed Wednesday morning at the State Medical Examiner's Office in Louisville.
Both EPD officers have been placed on paid administrative leave per agency policy.
Richardson joined the Elizabethtown Police Department in January 2002 and has 13 years of experience. McMillan joined the force in September 2006 and has nearly nine years of experience.
