4-year-old found wandering on birthday, father passed out in apartment
LOUISVILLE, KY (WAVE) - A little girl was found wandering the streets on her birthday while her father was passed out in his apartment.
According to witnesses, a child was running around the area with no shoes around 12:30 p.m. on September 29. While trying to find the child's parents, the little girl ran into the hallway of Cafe Lou Lou. The manager of the restaurant was bringing the child outside when police arrived to the scene.

Officers say upon investigation, they found the girl's father, David Freeman, 30, in his apartment on Harvard Drive. The door was open and he was passed out in bed with a marijuana pipe laying next to him.
Freeman is being charged with wanton endangerment and possession of drug paraphernalia.
The little girl turned four the day of the arrest.
